  1. Yes you wear flippers, but you still have to know how to swim to propel yourself through the water. You could pull off snorkeling with a swim vest, but not deep sea diving.

  2. It is not necessary for snorkeling. In most places you are required to wear a life vest anyways, so swimming is not a necesity. For deep sea diving, I am not 100% sure, but I think swimming would be needed.
