The straits have heavy sea traffic. I don’t know about the rules, but it would be unsafe to say the least.
People do dive around the islands, though. The sea is cleaner, underwater life more vibrant and much more pleasant than diving in the straits.

in the Bosphorus:
swimming is forbidden and I would expect scuba diving to be as forbidden as well, it would be dangerous , very large ships are always passing by, there is heavy sea traffic.
In the Black Sea there should be diving spots, in istanbul (I think) you have to get a little away from the bosphorus for diving/swimming
I only went swimming and it was away from the bosphorus,(I cant remember exactly where),there were or only fisherman and people yachting where I went.
I think the Aegean Sea would be the best for diving

it is probably not permitted scuba diving in the Bosphorus Straits because it would be very unsafe.
